Topic: Starvation in the Sudan
The General Assembly,
Noting with regret that the policies of the Sudani government has already cost 1 million Sudani lives, displaced 1.5 million people and created, created a near starvation situation for 3 million other Sudanis, Further noting the Sudani government's apparent disrespect for the human rights of its citizens, especially the rights of all Sudani women and the rights of people of southern Sudan,
Alarmed by the Sudani government's support for terrorism (involvement in bobmings of US embassies in Kenya and Tanzania, World Trade Center bombing, attempted assassination of Egyptian President),
for the genocide in southern Sudan, and for the practice of slavery whereby certain Sudani women and children have been sold to people in Libya, Chad and elsewhere,
Firmly believing that through its actions the Sudani government has forfeited its sovereign right to rule Sudan,
Convinced that there is precedent for UN infringement of sovereignty, for example in Haiti where the UN was involved in removing the military leaders in 1994, and in Iraq where the UN created safe zones in northern Iraq to protect the Iraqi Kurds from Iraqi government aggression (1991 to the present),
Inspired by the international efforts which led to an military intervention which has put an end to the genocide in Bosnia,
Affirms that the Black Animist/Christian people in southern Sudan have the right to self determination, thereby making secession a legitimate path for them to follow,
1. Urges the Security Council to authorize a coalition of NATO and Organization of African Unity troops to do the following:
a) engage in strategic air strikes against key military and command sites, and terrorist training camps in Sudan;
b) eventually militarily intervene in Sudan with ground troops until such time as the government of Sudan surrenders, with surrender meaning total compliance with UN Security Council decisions;
c) occupy Sudan and divide it into two countries: an Arab, Islamic North and a Christian/Animist, Black South;
d) Continue to occupy Sudan until such time as the Secretary General deems the situation safe to leave the northern country;
e) To continue military presence in the new, southern country for a period of three years thereby giving the new country time to establish a stable government and an adequate defense.
2) Urges the reinstatement of "Operation Lifeline" after achieving a surrender from the Sudani government.
