Topic: Starvation in the Sudan

 

The General Assembly,

Deeply concerned by the tragic loss of life in Sudan where 1 million Sudanis have died, and 3 million Sudanis are in need of emergency food assistance,

Firmly believing that this loss of life can be severely curtailed

by the international community assisting the Sudanese government in providing food, health care, emergency housing, etc. to desperate Sudani people,

Expressing its disappointment at the cancellation of "Operation

Lifeline" in 1992,

Deeply conscious of the importance of recognizing the sovereignty of each country; that each country has the right to choose its own political system; that each country's territorial boundaries be respected such that no outside force may impose a territorial division of that country;

Deeply regretting that the rebellion in Sudan has forced the Sudani government to devote what scarce financial resources they have to military needs rather than to addressing the economic and social needs (1.5 times the amount) of the population: health care, food, education, infrastructure, etc.,

Affirming that the rebel movement has been responsible for the increased social and economic distress in Sudan,

1. Calls upon the international community to increase its aid allotment to Sudan and regard it with the same urgency as Cambodia in the late 70s, Ethiopia in 1983 and Somalia in the early 1990s;

2. Urges the reinstatement of "Operation Lifeline",

3. Calls on the governments of Uganda, Ethiopia and Eritrea to stop harboring and encouraging Sudani rebel groups;

4. Urges the Security Council to enact economic sanctions on border nations which persist in supporting Sudani rebels;

5. Urges the UN Human Rights Commission to send an observer team to Sudan to monitor the abuses committed by the rebels in southern Sudan;

6. Calls upon the Security Council to create a tribunal to investigate and punish those involved in the SPLA rebel movement in Sudan, if the UN Human Rights Commission's findings warrant doing so;

7. Urges the Sudani government to negotiate with peace loving southern Sudanis in order to quell the disturbances in Sudan, and to reward the southern region of Sudan with increased social and humanitarian programs if a peace can be achieved.
