Topic: Terrorism in the Middle East
Alarmed by the enormity of the terrorism problem, especially regarding the estimate made by the Institute for Counter Terrorism that there are currently 37 terrorist organizations operating worldwide;
Recognizing that the problem is especially serious in the Middle East where terrorist organizations such as Hamas, Hezbollah, Abu Nidal, Palestinian Islamic Jihad and the Jihad Group continually attempt to sabotage the Middle East peace process;
Noting with regret that there have been 279 Israeli people killed by terrorist groups since the Palestinians and Israelis signed a peace treaty in 1993;
Aware that the nations of Libya, North Korea, Syria, Iraq, Iran Sudan, and Cuba are on the US State Department's list of countries which support terrorism worldwide,
Recalling Clause 5b of the General Assembly Resolution of
Dec. 9, 1994 , a Declaration on Measures to Eliminate International Terrorism, which states that all governments should "refrain from organizing, instigating, facilitating, financing, encouraging or tolerating terrorist activities and to take appropriate practical measures to ensure that their respective territories are not used for terrorist" purposes;
Recalling General Assembly Resolution 50/53 which urged "all states to strengthen cooperation with one another to ensure that those who participate in terrorist activities find no safe haven anywhere",
Believing it is time for this cooperation to take the form of multilateral sanctions against supporters of terrorism,
1. Urges the governments of Syria, Iraq, Iran, Lybia,
North Korea, and Sudan to refrain from their sponsorship of terrorism;
2. Recommends that the Security Council place economic sanctions on these countries if they are still determined to be supportive of terrorism by January 1, 2000;
3. Additionally calls upon all nations to refrain from selling any nuclear weapon or nuclear power technology to any of the above nations, for fear that this technology may be diverted to terrorists;
4. Urges all nations to refrain from any support of the following terrorist organizations (operating in the following countries): Hezbollah in Lebanon, Hamas and Palestinian Jihad in the Gaza Strip and West Bank, Abu Nidal of Libya, and the Jihad Group operating in, but not authorized by, Egypt;
5. Calls upon Yasser Arafats Palestinian Authority to crack down on Hamas and Palestinian Jihad in the West Bank and Gaza Strip;
6. Encourages all nations to adopt a "no negotiating" policy towards terrorists, so that they will realize that the strategy of terrorism is futile and should be abandoned.
